On behalf of Chief Jethro H. Piland, III, the Hanover County Fire-EMS Department is sad to report the passing of Operations Battalion Chief Lawrence J. “Jeff” Phipps, Sr., on Sunday, July 18, 2021. Battalion Chief Phipps has been battling Cancer since February of 2021, when he was diagnosed just after his 50th birthday. Jeff has been a prominent staple in our department, serving as a volunteer firefighter, and then joining our career ranks in June of 1996.
Chief Phipps is survived by his wife of 26 years, Carolyn J. Phipps; two sons, Lawrence Jeffrey Phipps and Charles Jackson Phipps; parents, Carolyn R. and Lawrence M. “Larry” Phipps, Jr.; sister, Jennifer Rhea Marks; as well as his Fire Department family.
The family will receive friends from 2 to 4 p.m. and 6 to 8 p.m. Sunday, July 25, 2021 at the Mechanicsville Chapel of the Bennett Funeral Home, 8014 Lee-Davis Rd.
A celebration of Jeff’s life will be held 11 a.m. Monday, July 26, 2021 at Fairmount Christian Church, 6502 Creighton Rd. Interment will be private.
